In e-mail describe your problem and link this thread saying, that you have the same exact problem as OP that posted video. Also say, that you've done factory resets, firmware reflashing with different versions etc. CS should then provide you with RMA number and return address. Be sure to use normal registered mail service and not courier service (because Panda will have to pay customs fees and probably reject package). You can also mark your package as merchandise return on customs form and write RMA number on the form and on the box. Remember to attach every original accessory that you've got with your tablet and properly securing the package (it has a long way to go).
